Joint Programme Document Mentawai and Merapi

After another laborious session with the Technical Committee, on the 14th of December 2011 the Technical Committee presented the conclusion and recommendation to the Steering Committee. The principle approval of the Steering Committee is to allocate USD 1,000,000 each from the UN Window for the support programme for Mentawai recovery and support programme for Merapi recovery with focus to livelihood for the period of one year, and the selected participating UN Organization for project implementation with UN Joint Programme approach. The Steering Committee also agree to allocate USD 350,000 to support the Secretariat’s operation for two years, also from the UN Window. The Steering Committee assigned the Technical Committee to facilitate the preparation of the programme document with approximate target for signing by the end of January 2012.

Draft Pedoman Penilaian Proposal untuk Mentawai

Dalam rangka pemulihan wilayah pascabencana gempabumi dan tsunami di Kepulauan Mentawai, BNPB bersama Bappenas telah menyusun Rencana Aksi Rehabilitasi dan Rekonstruksi Pascabencana serta Percepatan Pembangunan di Wilayah Kepulauan Mentawai Provinsi Sumatera Barat Tahun 2011-2013, dengan melibatkan Pemerintah Provinsi Sumatera Barat, Pemkab. Kepulauan Mentawai, UKP4 serta kementerian/lembaga lainnya, dan telah ditetapkan melalui Peraturan Kepala BNPB Nomor 3 Tahun 2011. Selanjutnya dokumen rencana aksi ini akan dijadikan sebagai acuan bagi pelaksanaan rehabilitasi dan rekonstruksi di daerah, kementerian/lembaga, lembaga non-pemerintah serta pihak-pihak terkait lainnya yang terlibat dalam pelaksanaan rehabilitasi dan rekonstruksi di wilayah pascabencana gempabumi dan tsunami di wilayah Kepulauan Mentawai selama 3 (tiga) tahun hingga tahun 2013 mendatang.

Sosialisasi dan Penyusunan Proposal IMDFF-DR

IMDFF-DR adalah mekanisme tetap untuk memobilisasi dana internasional dalam rangka mendukung pelaksanaan Rencana Aksi Rehabilitasi dan Rekontruksi Wilayah Pascabencana Gempabumi di Kepulauan Mentawai Provinsi Sumatera Barat dan Erupsi Gunung Merapi di Provinsi D.I. Yogyakarta dan Provinsi Jawa Tengah, melalui IMDFF-DR.

Adanya bantuan dari Pemerintah New Zealand sebesar 4 Juta NZ$ membuka peluang khususnya bagi Pemerintah Daerah dalam mendapatkan sumber pendanaan luar negeri bagi pemulihan pascabencana dengan menyampaikan proposal kegiatan kepada IMDFF-DR yang akan diadministrasikan melalui UN Window dengan UNDP yang mewakili badan PBB sebagai Administrative Agent dan World Bank Window dengan Bank Dunia sebagai Trustee.

The Action Plan for Rehabilitation and Reconstruction Mentawai

The 25 October 2010 Sumatra earthquake with magnitude of 7.2 SR occurred on the western coast of Sumatra, Indonesia at 21:42 local time. The earthquake occurred on the same fault that produced the 2004 Indian Ocean earthquake. It was widely felt across the provinces of Bengkulu and West Sumatra and resulted in a substantial localized tsunami that struck the Mentawai Islands. The earthquake occurred around 240 km west of Bengkulu, close to the Mentawai Islands, southwest of South Pagai. The USGS first reported the hypocenter of the quake at 33.0 km deep, but later changed it to 14.2 km deep and then 20.6 km. Many villages on the islands were affected by the tsunami, which reached a height of 3 m (9 ft) and swept as far as 600 meter inland.

The Action Plan for Rehabilitation and Reconstruction Merapi

Merapi is one of the most active volcanoes in Indonesia and has produced more pyroclastic flows than any other volcano in the world, it’s situated at Kabupaten Sleman-Province Central Java and has been active for 10,000 years. In 2004 an area of 6,410 hectares around Mount Merapi was established as a national park by decision of the Ministry of Forestry. During the 2006 eruption of the volcano it was reported that many residents were reluctant to leave because they feared their residences would be confiscated for expanding the national park. Merapi volcano began erupting on 26th October 2010. Ash emissions reached an altitude of 7,5 km, and over 350 people were killed by pyroclastic flows and ashfall.

RENAKSI PASCABENCANA ERUPSI MERAPI TAHUN 2011-2013

Gunung Merapi merupakan gunung api tipe strato, dengan ketinggian 2980 meter dari permukaan laut. Secara geografis terletak pada posisi 7’ 32.5’ Lintang Selatan dan 110' 26.5’ Bujur Timur, secara administratif terletak pada 4 wilayah kabupaten yaitu Kabupaten Sleman di Provinsi DI Yogyakarta, dan Kabupaten Magelang, Kabupaten Boyolali, dan Kabupaten Klaten di Provinsi Jawa Tengah (Jawa Tengah).

RENAKSI RR & PERCEPATAN PEMBANGUNAN KEP. MENTAWAI TAHUN 2011-2013

Kejadian bencana gempa bumi berkekuatan 7,2 SR (atau 7,5 SR menurut USGS) kembali terjadi di Kepulauan Mentawai Provinsi Sumatera Barat pada tanggal 25 Oktober 2010 telah memicu terjadinya gelombang tsunami. Kedalaman gempa bumi yang cukup dangkal dan terletak pada zona subduksi dibawah dasar laut tersebut telah memicu terjadinya gelombang tsunami yang menurut informasi dari BPBD Provinsi Sumbar ketinggian gelombang mencapai 3 meter telah menghasilkan landaan tsunami sejauh 1 km ke arah daratan. Akibat gempa bumi dan tsunami tersebut telah mengakibatkan jatuhnya korban jiwa dan juga kerusakan serta kerugian diberbagai sektor pembangunan yang melanda 4 (empat) kecamatan, yaitu: Kecamatan Sipora Selatan, Kecamatan Pagai Selatan, Kecamatan Pagai Utara dan Kecamatan Sikakap.

THE INDONESIA MULTI DONOR FUND FACILITY FOR DISASTER RECOVERY

Due to its geographical conditions and characteristics, the territory of the Unitary State of the Republic of Indonesia is highly prone to natural disasters such as earthquake, volcanic eruption, tsunami, landslide, flood and others. Natural disasters are becoming increasingly frequent, particularly major earthquakes, causing significant loss and damage which undermine the results of development achieved during the past several year.The damage and loss caused by natural disasters result in a significant funding need for recovery, while the government budget allocation is limited. The impact of the disasters have awakened the sympathy of the international community and development partners to assist the government to implement emergency response as well as rehabilitation and reconstruction.
